The mission of the Hope Welty Public Library District is to furnish public library service to all residents of the district; to extend library privileges to those living outside the district under such rules as may be set by the governing body of this library; to provide extra services to the citizens through membership in the Rolling Prairie Library System (a public library system established under Illinois State Law); to assemble, preserve, and administer, in organized collections, books and related educational and recreational material, in order to promote and stimulate knowledge, culture, and enjoyment for all people of the community.
