Call to Order:
The regular monthly meeting of the Hope Welty Public Library (HWPL) District board of trustees was
held at the library on January 15, 2010. The meeting was called to order at 1:00 PM by the President.
Present were board members: Irma Joynt, Mary Hissong, Janice Lonnon, Tracy Mogged, Genea
Lawler, Chelle Shively, Janice Buckley and Library Director, Sandra Hayes.
Minutes of last HWPL meeting:
Minutes of the previous month's HWPL board meeting were read and approved.
Treasurer's Report:
The treasurer's report was given by the treasurer and showed a balance of $68,331.42. Expenses for the
month were $4,924.12. Genea moved expenses be allowed, and Mary seconded the motion. All
present voted aye. Motion carried.
Announcements:
Thank you notes were sent to Andrea Marley for her donation and to Larry Hayes and Robin Shively
for items in the display case.
Time for Librarian:
● Library will get a free energy audit on Feb. 3
● Construction grant has been submitted with a final estimated total of $63,000; review
will be on Feb. 24
● Legal seminars – Feb. 10, privacy and confidentiality; Mar. 9, district library laws
● e-media library resources available for $3,000/yr. Minimum 3-year contract
● Library repairs have been postponed until grant outcome is known

Old Business:
● CD's at the bank will be updated.
● Trustees and Directors liability insurance and treasurer's bond have been renewed
● Audit fund report with letter from John Foltz was discussed; audit options will need to be
discussed further
● Policy updates are now on the library web page
● Policy updates from last month were discussed; corrections needed to the Authority to Spend
policy. Policies approved were Minutes of Closed Meeting, Indemnification and Insurance,
Borrowing Privileges, and Division of Responsibility Between Board and Librarian
Tracy moved to approve the policies from the December meeting, and Janice B. seconded the
motion. All present voted aye; motion carried
New Business:
● There is a staff education opportunity pertaining to reference materials on Feb. 22 at a cost
of $15 per person.
● The board received the following policies to read and review for the next board meeting:
● Materials selection
● Circulation – Lost and/or Damaged Materials, Reserves, Fees and Fines, Interlibrary
Loan, Length of Loans
● Sexual Harassment
● Service to Patrons with Disabilities
● Immigration Compliance
● Drug and Alcohol Free Library
● Investment of Public Funds
● Public Access to Electronic Information Networks
● Genea moved to send library staff to training on Feb. 22 , and Chelle seconded the motion.
All present voted aye; motion carried
