Hope Welty Public Library District Board of Trustees Minutes

February 11, 2011

Call to Order:

The regular monthly meeting of the Hope Welty Public Library (HWPL) District board of trustees was held at the library on February 11, 2011.  The meeting was called to order at 1:00 p.m. by the President.  Present were board members: Irma Joynt, Tracy Mogged, Nancy McDermith, Genea Lawler & Jill Dodson (Library Staff). Janice Lonnon, Mary Hissong , Chelle Shively & Library Director Sandra Hayes were absent.

Minutes of the last HWPL meeting:

Minutes of the previous month’s HWPL board meeting were read by Genea Lawler. Nancy McDermith made the motion to accept the minutes and Tracy Mogged seconded the motion.

Treasurer’s Report:

The treasurer’s report was given by Tracy Mogged and showed a balance of $130,883.01 before paying this month’s bills.  Expenses for this month are $9,279.60.  Genea Lawler moved the expenses be allowed and Nancy McDermith seconded the motion.  All present voted aye. Motion carried.

Announcements:

Time for Librarian:

• Update on library systems merger

Proposed membership requirement- 5-year grace period grandfathered in, but next director must have bachelors.

• Trustee workshop in Springfield March 26 & Lisle on February 26
• Insurance

UNFINISHED BUSINESS:

• Library renovation:

Newspaper add for bids on drywall repair, carpeting, baseboard, kitchen renovation & meeting room flooring. A tour of several newer libraries was recommended. 

• Bylaws – example in Trustee Facts File page 9 was handed out and discussion was recommended to take place later when more trustees and Library Director can be present.

• Long-range plan – example in Trustee Facts File page 27 was handed out and discussion was recommended for when more trustees and Library Director can be present (Survey of District, Questions for a possible survey & new census numbers).
• Mission statement - Trustee Facts File page 29. Recommendation for discussion when more trustees and Library Director can be present.
• Director’s review:  A date will be scheduled & posted once President can verify a date & time for trustees to conduct the review.

NEW BUSINESS:

• A motion was made to purchase new tables for the back room (four 8-foot long tables, four 6-foot long tables & four 60-inch round tables) by Tracy Mogged and Nancy McDermith seconded the motion.
• ‘None’ sheets were completed by present trustees.
• Trustee Facts File handed out and recommended to discuss when more trustees and the Library Director can be present. (Trustee Relationships with subordinate staff (page 34) and Salary & Benefits (page 35).
• Information reviewing ‘Serving Our Public 2.0: Standards for Illinois Public Libraries- Chapter 3, Personnel was briefly discussed and tabled until a discussion could take place when more trustees and the Library Director can be present.

Genea Lawler agreed to check with other libraries of similar size to HWPL in regards to salary & benefits.
