 Call to Order

The regular meeting of the Hope Welty Public Library (HWPL) District Board of Trustees was held at the library on April 12,2017. President Mary Hissong called the meeting to order at 3:30 PM. Answering roll call were: Janice Lonnon, Linda Martin, Mary Hissong, Chelle Shively,Lisa Forbes and Library Director Shari Rawlings. Amy Williams and Tina Arseneau absent.

Minutes of the Last HWPL Meeting

Each trustee silently read the minutes of the March 8, 2017 meeting. Janice Lonnon moved to accept the minutes as read. Lisa Forbes seconded the motion. All present aye. Motion carried.

Treasurer's Report

Chelle Shivley reported a balance of $166,538.58 before paying this month's bills. Expenses for the month are  $10,113.92. Chelle Shivley moved expenses be allowed and Linda Martin seconded the motion. Roll call vote yes: Mary Hissong, Janice Lonnon, Linda Martin, Chelle Shively, and Lisa Forbes. No nays. Amy Williams and Tina Arseneau absent. Motion carried.

Amy Williams arrived after treasurer's report.

Time for Director

Director Shari Rawlings asked if the board approved having a ' Food for Fines" event during May and June of 2017.Board approved. Shari Rawlings noted that the columns in front of the library need to either be repaired or Replaced. It was decided that Mary Hissong and Shari Rawlings will get estimates for materials and ideas on how to correct the issue and present at a later meeting. Director Shari Rawlings informed the board that we need " Active Shooter " training and procedures put in place. Shari will contact Piatt County for some training and will then write a procedure based on recommendations by law enforcement. The quilt show held at the library was a huge success. Over 70 attended and there were 44 quilts on display. A Rock Springs representative gave a presentation which was attended by 22 people. Summer Reading  program planning is in progress.  Because of new programs that have been started in the past several months that circulation has increased.  In June 2016 it was 1,218 and in March of 2017 it was 1,498. Due to the success of the preschool storytime the decision has been made to continue it over the summer. The continuing education attended by the Director and staff member was felt to be worth the time at Eastern Illinois University. Subjects discussed were the need for an active shooter procedure and the well- being of staff members.

Old Business

Blood Pathogen Policy - Blueprinted off the Mt.Zion library policy. Amy Williams moved that we adopt the blood born pathogen policy. Chelle Shivley seconde the motion. All present voted aye. Motion carried.

Shari Rawlings has heard back from the state and we are free to dispose of the records identified to the state representative.

New Business

Installation of new board members - Amy Williams and Lisa Forbes were sworn in by President Mary Hissong. Director Rawlings informed the board that the Per Capita Grant has been approved in the amount  of $ 2,655.42 but has not been received as yet. Shari Rawlings brought up the need for a new printer. Chelle Shivley moved to approve the purchase of a new public printer up to $1000. Janice Lonnon seconded the motion. Roll call vote yes: Mary Hissong, Janice Lonnon, Linda Martin, Chelle Shivley, Lisa Forbes and Amy Williams. No nays. Tina Arseneau absent. Motion carried. Director evaluation. Each board member will complete an evaluation and tally the results at the next board meeting. It was noted that the new blinds are up in the library. It was decided that we would like to continue throughout  the library while the same blinds are available. Shari Rawlings will obtain estimates.

Closed Session

Linda Martin moved to go into closed session at 4:15 pm to discuss personnel and legal business. Lisa Forbes seconded the motion. All present voted aye. Motion carried.

Chelle Shivley moved to return to open session at 4:25pm. Amy Williams seconded the motion. All present voted aye. Motion Carried.

Next Meeting Date

The next regular meeting for the HWPL District Board of Trustees will be May 10,2017 at 3:30 pm at the library.
